How is everyone in th harry potter OOTP and HBP flying with no broom? I thought only Voldemort and Snape could?

In the harry potter books everyone is freaking out when they see voldemort flying with no broom or anything, and only him and Snape should know how to fly like that. However in the movies (5&6) all the adults are flying freely...can anyone explain???
