Plants to suck up water - from neighbors runoff!?!?!?

I have a neighbor who altered her yard – so that now I have a four foot by ten foot long and 4 inches deep pond in the back of my yard after a rain. And it stays wet even after a three or four day dry spell. I do NOT want to turn her (what she did is against the law and she did it without permits) in because the water is no where near my home and she live on a slab style ranch house – so now sub pump for her. I know this is causing damage to her home and shed! What I NEED are some great suggestions of plants (not trees or gres) that can handle and use up this water??? Live in the middle part of Maryland – so I need plants that will live there and come back every year. I planted Wisteria a few years back before the pond. Anyone who can help??? Please!!! Oh and I want to plant morning glories – but not sure they can handle all that water?!?
